At its meeting this past Monday, May 4, 2009, the Neodesha City Commission took huge steps down the road of making a replacement swimming pool in Neodesha a reality.
The Commission enthusiastically and unanimously approved a resolution that set into motion the process by which City of Neodesha voters will be able to consider a special question on July 7, 2009 that would accomplish two simultaneous actions: (1) Approve the issuance of up to $2 million in sales tax/general obligation bonds to pay the cost of the pool; and, (2) Approve a 10-year 1¢ sales tax to fund the bond payments for the pool. The new pool then, if plans proceed on schedule, would be operational by next summer – Summer 2010.
Mayor Casey Lair told the commission that he would gladly fill the role to lead the campaign in support of the measure, saying, “I feel very strongly that this community needs a swimming facility.”
Commission Jim Schuessler commended Lair’s efforts and said, “Last year the community built the replacement hospital; it would great if we could have the new swimming pool built by summer of 2010! The kids need it … and so do the parents!”
The action taken by the Commission marked a culmination of months of work by a swimming pool task force and followed a presentation by Mayor Lair who spoke on behalf of the group.
Shirley Depew, who is the chairman of the swimming pool task force, was unable to attend but said following the meeting, “I am thrilled that the City Commission so enthusiastically supported this. “It makes all the work the past many months worthwhile. This community has been so wonderful … I’m sure that the pool will be successful,” said Depew.
About the Task Force:
Besides Depew, the task force included: Kathy Beye, Craig Chips, Tonya Cox, Stephanie Fyfe, JD Moffatt, Joy Prunty, Shawna Reynolds, Janie Steele, Tami Woldum, Jared Koehn and Jodi Shultz. In addition, former Mayor Casey Lair and City Administrator J. D. Cox, attended many meetings to provide information and support as needed.
About the Pool:
At $2 million, the swimming pool facility features zero-entry, deck sprays and kiddies’ slide; 1-meter and 3-meter diving boards; three 25-yard lap lanes; an open flume water slide; swim areas; shallow water bench with sunshade; a concession area; shade areas; filter room, and bathhouse. The bathhouse contains women- and men’s changing rooms; locker rooms; family changing rooms; life guard room; office; concessions room; admissions room; a concrete storage room; and women- and men’s public restrooms.
The site selected was donated by USD461 and is located just west of Northlawn Elementary.
The planners expect that the new pool, if the sales tax is approved, will be open next summer – Summer 2010.
About the Bond and Sales Tax:
The resolution, drawn up by Gilmore and Bell of Wichita, and with the support of the City’s attorney, Doug Depew, calls for the special election to be held on the first Tuesday of the 3rd quarter of 2009 – July 7. Currently the City has a sales tax rate of $0.083. However, $0.01 for the county jail is slated to expire on July 1. The sales tax for the swimming pool is being viewed as not a “new” tax, but a replacement of a current one. Mayor Lair further said, “ Although this may not be the best time to do fundraising, we are not actually asking people to pay any more in taxes than they have been.” The sales tax would be sufficient to cover the bond payments. Administrator Cox reported to the Commission that sales tax revenues have been growing steadily for the past several years at an annual average rate of 5% per year.
In the unlikely event, according to Cox, that sales tax revenues are short of the bond payment, the City then would have the ability to make up the difference. “A much more likely scenario,” he said, “is that sales tax revenues will outpace the bond payments.” The measure further calls for any excess sales tax collected to be put into a swimming pool operations and maintenance reserve fund.
As the bond issuance is set up to be a sales tax/general obligation bond, it brings not only the sales tax revenues, but is backed by the full faith and credit of the City. “According to our financial advisors George K Baum,” said Cox, “this arrangement should allow us to get the best possible interest rate on our bond issuance.”
About the Support:
Commissioner Julie Nichol echoed the Mayor’s sentiments saying, “I hear nothing but support throughout the community for a new pool. I am confident that our community will come through for the kids. A lot of people use and depend on the pool for summer recreation. Although many great efforts have been made with the busing of kids to other area communities, it’s just not the same. A kid can’t ride his or her bicycle to an out-of-town pool.”
Mayor Lair also announced that in forming the new campaign committee, that all current swimming pool task force members will be invited to stay on. In fact, said Mayor Lair, “I would like for anyone who is interested, to help serve on our campaign committee to call me during the day at 325-2632.”
