Pay Bill Online:

On May 15, 2009, the City of Neodesha officially began accepting debit and credit card payments for utilities and other bills and services.

Service Connection Fees

The City of Neodesha provides gas, water, electric, sewer and solid waste services to its residents. To sign up for these, a customer must complete a utility service contract at City Hall, provide a government issued photo ID, and pay the following service connection fees:

 

Utility service connection fees are as follows:

Gas         $ 50.00

Water     $50.00

Electric   $50.00 (residential)

 

Utility Rates

City Code - Sec. 16-36.  Utilities.

(a)   Utility deposit.

(b)   Service connection fees:

(1)   Electricity: $50.00.

(2)   Gas: $50.00.

(3)   Water: $50.00.

(c)   Transfer fee: $25.00.

(d)   Reconnect fees:

(1)   First time account is shut off: $50.00.

(2)   Second time account is shut off: $75.00.

(3)   Third and subsequent time account is shut off: $100.00.

(e)   Returned check NSF fee: $30.00.

(f)   Water rates:

(1)   Domestic or commercial:

a.   Minimum charge: $9.45 for the 1,000 gallons or fraction thereof.

b.   For the next 3,000 gallons, or fraction thereof, the rate shall be $5.16 per 1,000 gallons.

c.   For the next 6,000, the rate shall be $4.97 per 1,000 gallons.

d.   For all water metered in excess of 10,000, the rate shall be $4.53.

(2)   Industrial customers:

a.   For the first 10,000 gallons, the rate structure shall be the same as described in subsections (4)a.1--(4)a.3.

b.   For the next 90,000 gallons, the charge shall be $4.53.

c.   For all water metered in excess of 100,000 gallons, the rate shall be $3.96.

(3)   Tank water sales:

(g)   Water reconnect fees when service is terminated for violating water supply emergency restrictions:

(1)   First reconnection: $50.00.

(2)   Second reconnection: $200.00.

(3)   Third reconnection: $300.00.

(h)   Electric rates.

(1)   Residential and urban customers:

a.   Customer charge: $7.00 per month.

b.   Energy: 0.083 per kWh.

c.   Minimum: The customer charge.

(2)   Commercial customers:

a.   Customer charge: $7.50 per month.

b.   Energy: 0.083 per kWh.

c.   Minimum: The customer charge.

(3)   Hi-lighters:

a.   Installation charge: $150.00.

b.   Installation charge with installation of pole: $450.00

c.   Monthly charge: $7.50.

(4)   Large volume industrial customer rate: Large volume industrial customers shall be billed at the rate of $0.06 per kW for any monthly usage that exceeds 200,000 kilowatt-hours. During those months when usage exceeds 400,000 kilowatt-hours, the large volume industrial customer shall be billed at the rate of $0.06 per kW: for all usage, and in no case shall be lower than the city's actual cost to purchase power. Large volume rates shall be subject to the same cost adjustment as all other electric rates. The rates set forth in this section are based on a standard base cost of $0.05 per kW.

(i)   Sewer charges: The minimum charge per month shall be $7.00. In addition, each contributor shall pay a user charge rate of $1.40 per 1,000 gallons of water.

Service outside city limits (125% of the City rate)

 (k)   Natural gas:

(1)   Residential service, monthly rates:

a.   Meter service charge: $8.00 per meter per month.

b.   Commodity charge: $7.77 per Mcf., plus the cost of gas adjustment.

(2)   Commercial service, monthly rates:

a.   Meter service charge: $10.00 per meter per month.

b.   Commodity charge:$7.77 per Mcf., plus the cost of gas adjustment.

(3)   Industrial service., monthly rates:

a.   Meter service charge: $12.00 per meter per month.

b.   Commodity charge: $7.77 per Mcf., plus the cost of gas adjustment.

(4)   Large volume service. The following monthly rates shall be charged for all large volume customers who agree to take the service for 18 consecutive months beginning July 1, 2004, and continuing until December 31, 2005. Thereafter, large volume service will be on a 12-consecutive-month basis starting January 1, 2006.

a.   Customer charge: $50.00 per month (includes multiple locations/meters).

b.   Meter service charge: $12.00 per meter per month.

c.   Commodity charge:

1.   The first 50 Mcf (0--50) at $7.57 per Mcf.

2.   The next 150 Mcf (51--200) at $7.37 per Mcf.

3.   The next 350 Mcf (201--550) at $7.07 per Mcf.

4.   All over 550 Mcf (551+) at $6.87 per Mcf, plus the cost of gas adjustment applied to all Mcf.

(l)   Stormwater fee: $2.00 per water meter per month.


 

Utility Billings

Utility bills are mailed so customers receive them on the 1st of the month, if at all possible. A late fee of 10% on gas, water and electric is added if the bill is unpaid after the 15th of each month.  

 

Delinquent notices are sent to those accounts which are past due. The first time an account is placed on the shut-off list for non-pay, a $50.00  service charge is charged; the second time, a $75.00 fee is assessed; for the third and subsequent times, a $100.00 fee is charged.

 

Automatic Payments

You can have your utility bill automatically deducted from your checking account. You must complete the Authorization Form and return it to City Hall with a voided check or deposit slip to begin this service. A copy of the Authorization Form is available from the City Collector.

 

Reconnection policy following a discontinuance of service

Once the account has been paid in full at City Hall, service will be restored during the same day, if payment is made prior to 4:00 pm.  If payment is received after 4:00 pm, service will not be restored until the following business day.
